    Germany tried to convince Mexico to join them by using Mexico's resentment towards the US. After the Mexican-American War, Mexico gave up 2/3rds of its land in what is known as the Mexican Cession. The Mexican Cession resulted in the US getting a significant amount of land from Mexico. This includes territories such as California, Arizona, and Utah.

    The land lost in the Mexican Cession was the land that Germany was referring to in the Zimmerman Telegram. Getting this land back would restore Mexico's territory back to its prewar size.
