The framers wanted to make sure that the president followed the intent of congress, but they gave him wide discretion in how he carried out the laws. in article ii, section 3, they gave him the power to "take care that the laws be."

    The last part of this quotation says "take care that the laws be "faithfully executed." ...

    it goes on to say and "shall Commission all officers of the United States." which has nothing to do with "laws."
