How did the Confederation Congress attempt to resolve the problem of the status of western territory the states had ceded to the national government? Which interest groups favored which plans for the sale and distribution of land?

    The western territory states, which existed beyond the Appalachian mountains, had been ceded to the central Maryland government. After the American Revolution, they were ceded to Congress by the states. Settlers then moved to these areas.
