    He justified that and at the same time did not.

    "The document ordered the removal of resident rival aliens from parts of the West vaguely well-known as military areas."

    He wanted to punish all Japanese Americans because of the war against Japan, all of which led to great tensions between the two countries and the main consequence was the Japanese attack on Pear Harbor.
