    Explanation:

    The compromise passed through Congress as five separate bills. Under those laws, Texas gave up its professes to what currently is called New Mexico and other states to make up for Texas debt. California was conceded as a free State, while the rest of the bits of the Mexican Cession were sorted out into Utah Territory and New Mexico Territory. Considering the idea of Popular sovereignty (which is the doctrine by which the state is created and subject to the will of the people, who are the source of all political power), the general population of every region would choose whether or not slavery would be outlawed or considered legal.
