The Kansas - Nebraska Act (1854) allowed settlers to decide weather slavery would be allowed on their territories. That caused the conflict between pro-slavery and anti-slavery settlers. The Act made it possible for the Kansas and Nebraska territories to open to slavery. This Act eliminated the Missouri Compromise line and Northerners were angry about that.

    Answer:

    D) It stated slavery could be legal where it had been outlawed.
