Which of these New Deal programs was created to address the "primary task" Roosevelt speaks of?

Roosevelt's primary task of which he spoke of at his First Inaugural Address that was held in 1933, was putting people to work. To accomplish that he created what is now known as the Civilian Conservation Corps. The Civilian Conservation Corps lasted from 1933 to 1942 and was the work relief program designed for the unemployed young men in the U. S.

For Roosevelt, the primary task of the New Deal was to "put people to work." This effort began with various public works programs adopted during the first 100 days but was best exemplified by the Works Progress Administration of the second New Deal in 1935.
