    C) Moving to border states. It is highly misinterpreted that the Emancipation Proclamation freed all slaves in the South. This is not true at all. Zero slaves were freed in the South when the Emancipation Proclamation was made because the South was not yet part of the Union again, as the war was still going on. To obtain freedom, enslaved people in the South moved to the border states, where they had a better chance of obtaining their freedom in the regions that were disputed between North and South.
