During the civil war, Abraham Lincoln used the executive power without first getting congressional approval. He used this to call 75,000 US troops to hold down the insurrection in the South America. He authorizes the movement of war and suspended the writ of habeas corpus privilege. At the same time, he acted both as commander in chief and chief executive without the Congress' approval.
