Why did jefferson order madison not to deliver the comissions

Thomas Jefferson became the president in March 1801. After becoming the president, Thomas Jefferson learnt about the intentions of Adam to fill the court with federalist judges.

Thomas Jefferson believed that the commissions were not void because they were not delivered on time. Hence, he ordered Madison to not deliver the commissions. The court however considered this decision to be illegal.
