The Intolerable Acts were passed to punish Boston. In reality the Intolerable Acts were passed with the motive of punishing those that participated in the Boston tea Party. Actually there were 3 major acts that made up the Intolerable Acts. These Acts were passed in the year 1774. In England or Great Britain, these acts were known by the name of Coercive Acts.

The Intolerable Acts were passed to "Punish Boston," since they were passed by the British after the Boston Tea Party took place, which dumped massive amounts of British tea into the ocean.
