    Issues surrounding affirmative action are ultimately decided by what was originally the Committee on Equal Employment Opportunity, now known as the Equal Employment Opportunity Commission. This entity was formed in 1961 when President John F. Kennedy issued a directive that required government entities take "affirmative action" to assure that no racial bias was acted upon during the hiring or employment process.
