Anti-Federalist James Winthrop thinks that the Bill of Rights is important enough to be a part of the Constitution. He wrote several essays proposing that Bill of Rights should be included because it prevents the dominating majority on taking advantage of the minority who have little to no property and power against the elite. The non-inclusion of bill of rights may subject minorities to potential abuse from the authorities.
