    The correct answer actually is D.

    Second amendment states:

    A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.

    This, even though it can seem like it, does not mean private militia. It means militia in a sense of what it meant during the War of Independence. It was the colonist militia that fought against the British. Thus this refers to a right to defend oneself against an oppressive government and outside forces.
