The Mandate of Heaven is lost when a ruler behaves unfairly. If the ruler fails to follow the principles applied to the Mandate of Heaven, he loses the Mandate. By not ruling "righteously and circumspectly," the ruler loses the Mandate. It is officially lost when the ruler fails miserably and completely and is overthrown.
