If you were a political leader, what conditions would, in your judgment, justify a declaration of war?

If I were to run a country, I would try my best to stay out of war by any means necessary. Before I would go to war, I would try to settle the issue in a peaceful manner.

However, if another country decided to kill my civilians, or a bomb a city, then and only then would I declare war. You don't mess with mama.
