Until date, one of the greatest threats that makes it impossible to deliver the highest possible level of protection against cyber attack across the entire DOD network is the concept of "attribution" or "ownership" of domains. Intelligence expert Bob Gourley, maintains that "you cannot deter unless you can punish and you cannot effectively punish unless you have attribution." It is possible to have attribution in the cyber domain, but in certain circumstances it can be challenging and time-consuming for the DOD to find the owners or starters of domains that create cyber attacks. The internet world is such a complex structure that consists of so many immature legal and political policies that make it easy for people to anonymously operate domains and carry out cyber attacks to the detriment of the DOD. Cyberspace adversaries can use protocol or system vulnerabilities to spoof or hide their physical locations of operation. Thus, attribution becomes more difficult whenever cyberspace attackers use sophisticated measures to operate, hide their real locations, and make it appear as if attacks are conducted from false locations.
