The correct answer is D) they wanted America to defeat the Central Powers.

The Americans cooperated with the changes instituted by the government in preparation for the war because they wanted America to defeat the Central Powers.

President Wilson promised that he was going to keep neutral and was not going to take sides in European conflicts. Many Americans supported that decision. But in 1915, the German Navy sank the ship Louisitania and 128 Americans died in the incident. American people were shocked and they began to change their opinion on neutrality. Then, the US found about the Zimmerman telegram where the Germans asked the support of Mexico, and that is when President Wilson, supported by most of the American citizens, decided to enter World War 1 to defeat the Central Powers. The United States entered World War 1 on April 6, 1917.
