The correct answer is A) high cost of living.

The best explanation for Japan's low foreign population of 1% is Japan's high cost of living.

Japan is a modern, wealthy country, characterized by its extreme discipline in doing things. Japan is admired by its beautiful landscapes, its modern technology, and its commitment to work. Japanese people are very persistent and committed. But Japan is also one of the most expensive places to live in. Consumer prices are almost 15% higher than in the United States. The cost of buying or renting a home in the populated downtown areas of larger cities is extremely high. Insurance is also very expansive in Japan. That is why not many foreigners can't or do not want to live in Japan.
