Some Iranians supported the Shah because of its giant strides. The White Revolution was launched which was an aggressive modernization program that upended the wealth and influence of landowners and clerics, disrupted rural economies, led to rapid urbanization and Westernization.
The program was economically successful although the benefits were not evenly distributed, the transformative effects on social norms and institutions were widely felt.
