    The Great Compromise allowed for two houses to be made up in congress. These two houses are the House of Representatives and the Senate. In this Great Compromise, the number of House members each state received was based on the population of that state, and each state received two senators in the Senate because the small states wanted equality. The 3/5 Compromise said that one slave in the South can count as 3/5 of a person on the Census, thus giving the South more political power in the House of Representatives.
