    The Canadian political system is based entirely around democracy. It is common knowledge that Parliament's lower house is made up of a number of seats, one for each riding. In each seat sits a representative of a riding who is elected by the citizens in their riding and for any law to be passed, it must receive a majority of the votes in Parliament. The system is not perfect, however; as dictated by human nature, the representatives will disagree at times, and many arguments shall occur. These arguments delay the vote. In times like war, when the nation cannot afford any delays in action, the slow pace of democracy threatens the security of the country. These delays may be bypassed in emergencies by enacting the War Measures Act which was passed in 1914 (1). The War Measures Act was used during three major separate occasions: The First World War, the Second World War, and the October Crisis.
