From June 11th to July 5th of 1776, the Committee of Five, composed by Benjamin FRnklin, Thomas Jefferson, Roger Sherman, Jhon Adams and Robert Livingstone, were comissioned to wirte the Declaration of Independence, in which basically, the reasons for separating from Britain were explained.

The decision had already been taken, the reason for this Committee was to outline the document and not to discuss whether America should be independent or not, so, this statemente is False.
