    The Chief Justice is in a different branch from the Senate. Therefore, B is eliminated. The Secretary of State has a different role, which isn't so much making the laws, so D is out as well. The Vice President is the one that breaks the tie for the Senate, as he is actually considered the President of the Senate. The answer is C.
