    Answer: A splinter party is a new party formed by breaking away from another party, often for ideological reasons. The classic American example would be the Dixiecrat's of strong thunder mind, who broke with the Democratic Party in 1948 in part because of opposition to President Truman civil rights policies and by Hubert Humphrey "sunshine of civil rights" speech at the 1948 Democratic convention.
