Why did george w. bush invoke executive privilege and refuse to allow his office to respond to a house panel subpoena?

    He explained that he did it because the a president cannot be do his constitutionally enabled job to his full extend if his counselors are asked to provide such documents and that he needs to receive advice from them that will be unaffected in any way.
