I do not think so because some countries have worked hard to be their own country and the united states cannot take that from them.

In order to be an imperialist power, the country need to rule over foreign lands and people who are not part of that country, and who do not have the rights and privileges associated with citizenship.
In the past, the USA used to do this in:
Hawaii
Cuba
Philippines
Puerto Rico
Liberia
