    Before the advent of occupational safety laws, which are aimed at ensuring workers' safety in their working environments, in the early twentieth century, industrial employers blamed the poor health of the workers on the workers themselves: the workers were blamed for either being alcoholic, or not taking good care of their hygiene on individual levels.
