    The answer is the Northwestern Ordinance. Better known as the Ordinance of 1787 established a government for the Northwest Territory, sketched the procedure for acknowledging a new state to the Union, and assured that recently created states would be equivalent to the original thirteen states. This ordinance set an outline for the orderly growth of the US.
