    The correct answer is that they are disctricts that were oddly shaped. This was done so as to change the way majority works and to make it easier for certain political initiatives to be passed more easily. This used to be common but is now somewhat illegal as similar things happen but not on a level that it has historically occurred. By gerrymandering you get an advantage when something needs to be passed.
