    Explanation:

    The National prohibition of alcohol which was implemented during the 1920's was hard to enforce as many people were against it and people found ways to obtain and transport illegal liquor.

    Production and consumption became an underground activity. The prohibition did not deter the people from purchasing and consuming alcohol. Instead it created a channel of illegal activities.

    Numerous gangs and underground producers dealt in producing and transporting illegal alcohol which greatly hampered the enforcers.
