He was caught sending WMDs to Iran.

    Explanation:

In the weeks before Operation Iraqi Freedom began, the United States began suspecting that Iraq had sent weapons of mass destruction (WMD) to foreign countries. Former deputy commander of U. S. Central Command Lt. General Michael DeLong argued that these weapons went to Syria, Lebanon and Iran. Some experts believe that Iraq sent illicit material to Iran in order to benefit Iran's nuclear programme.

You could make a case for at least 3 of the choices, depending on when you were talking about. In the beginning, he made the inspection team's life very difficult. He stalled. He did not try to supply proof that the WMDs were gone. He was caught sending WMDs to Iran (which I think is the answer).

He did stockpile chemical and biological agents especially in the 1980 Iran / Iraq war.

I think the intended answer is sending WMDs to Iran.
