Is the president able to make this declaration? A. Yes because as Commander in Chief he has ultimate decision-making power. B. Yes because aside from declaring war, he makes all policy decisions. C. No because he is only able to negotiate treaties. D. No because Congress needs to vote on foreign policy spending.

    D. No because Congress must vote on foreign policy spending and the only thing the President could do is veto any law that comes through congress.
