The Agricultural Productivity of Japan was high enough to favor substantial occupation (Proto-industrial) in both rural areas and metropolitans of the country prior to industrialization. Domestic investment in infrastructure and industry was the most significant force behind increasing output of Japan. Both private and government sectors invested in infrastructure, hence, the local and national government served as regulating agencies for infrastructure build-up.
