They beat them if they didn't work as hard as the managers wanted them to, and the workers couldn't do anything about it because they desperately needed the money. Managers only wanted to see progress and didn't really think much about the workers and their wellbeing, which is why this was a particularly difficult time to be a worker in a factory.
