To win independence from France.
Explanation:
So basically, their main goal was to win independence from France. When they recruited Vietnamese citizens, it was pretty diverse, range and beliefs wise. They had socialists, communists, democrats, and nationalists. For the nationalists, they assimilated the people in a pure nationalist, to win independence from France.
