Explanation:

In the year 1786, 13 delegates from 5 states attended The Annapolis Convention. The states were Virginia, New Jersey, New York and Delaware. The purpose of the meeting was to have a discussion on Articles of Confederation and the probable changes that could be made for regulation the interstate trade and commerce more efficiently.

Since the attendance was low, the delegates who attended the meeting decided to postpone it to next year. They did not feel confident in making big decisions without having the say of other relevant delegates. Hence, no decision was made as a conclusion of the meeting.
