    The Implied power of the congress is based/inferred in the end of article 1 section 8, it is not explicitly stated but it is known as an "elastic clause".

    It is called an elastic clause because it stretches the congress powers (authority). therefore giving the congress Implied power. Example of such Implied power is : The establishment of banks by congress to enable them carry out their constitutional requirement (congress power) of collecting taxes. an elastic clause is known as a necessary and proper clause
