    The US Federal Reserve and the Bank of England were the ones that played the leading roles. The project was developed in the depths of JP Morgan & Co., under the instruction of the head of the Bank of England, the project known as the "Dawes Plan" named after the chairman of the Committee of Experts who created it, American banker and director of One of the banks of the Morgan group was adopted at the London conference and called for a reduction of half the costs of repair and resolution of the sources of its coverage, but the main task was to ensure favorable conditions for the US investment, which was only possible with the stabilization of the German mark.
