What does Ruskin say England must do to again be "a source of light, a center of peace"?

Ruskin say that England must find new colonies as fast as possible and these colonies must be made of capable men. Any waste that can be picked up must be taken and put to use. These colonies should also have absolute loyalty to the kingdom in order for England to progress.
