The more wars a country has, they began to spend more and more money on the military. The military soon begins powerful enough to threaten the domestic "Republican form of Government" through corruption (Military industrial complex).

    Reform Fails

    • As Rome expanded, many wealthy Romans neglected civic duties

    - hired poor farmers as soldiers who became loyal to generals

    • Generals began civil war-war between groups within the same country

    - a general named Marius fought for the plebeians

    - a general named Sulla fought for the patricians
