    Jefferson expressed his opinion that constitution and all laws should naturally expire every nineteen years unless they are actively reviewed and renewed by the legislature. The reasons why Jefferson said this are as follows:

    1. He believe that the constitution and the laws should be made on the basis of people's will, that is the people that are presently been ruled and not those that are dead and gone.

    2. The right to repeal a old law is different from the right to chose one's own laws, that is, it is difficult to change constitution.
