If you wanted to see a law, making it mandatory for all of the 10th grade students to receive a computer from the government in a way that it is for educational purposes, the best way that you could do is to make a legislation and that they should meet with the representative of her staff in order to have them recognized your purpose and to be able to convince them regarding about submitting your legislation.
