Why was Medicare important for elderly?

a. They did not work.

c. They have so many medical needs they need a special program.

b. They could not afford insurance since the premiums are high for elderly.

d. They can't make medical decisions so the government makes the decisions for them.

    I would say a since they don't have income except social security.
