executive leadership." What do you think he meant by this? What might this

    It meant that, the slow progress in civil rights was as a reluctance of the executive leadership to aid towards the enforcement of the civil rights and responsibilities of the affected people.

    This suggested that, nothing was been done regarding to the civil rights of the individual hence the lingering problem that still exist.
