How did tenements develop?

In the 1860s and 1870s, hundreds of tenements are built, primarily on the Lower East Side and in other neighborhoods of southern Manhattan, as more and more poor immigrants are arriving in New York City. When these tenements were built, there were almost no laws regulating tenement construction.
