Read the following statement, which describes the social climate in Indian and Oklahoma Territories in the late 1800s.

When the land runs opened Oklahoma Territory to settlement in 1889, blacks were encouraged to set up homesteads. This opportunity brought the largest number of blacks to Oklahoma compared with any other event. The two societies co-existed in the Indian and Oklahoma Territories for a time--the white towns and the black towns. The increasing number of people seeking settlement, along with additional land runs, brought the two together.
