Carter is known as great human rights actvist but involving that principle in clash with dictators was failure in many aspects of foreign policy which exemple is Teheran crisis in 1979 and 80 and impotence of action by Carter administration, it was very diferent approach than Reagan who supported strong foreign policy (Teheran captivites were released hours after he took office)
