    Governor William B. Umstead created a "Governor's Special Advisory Committee on Education," on August 1954. That measure was in response to the Brown Case decision. A respected businessman and former North Carolina Speaker of the House was designated as chairman. His name, Thomas Pearsall.

    The advisory committee was formed by twelve White men and three black men. After deliberation, the Committee concluded that integration in the public school's system "could not be accomplished nor should it be attempted."
