The Qing government of China in the 19th century made an attempt to dominate the frontier areas by military conquest and to convert already conquered areas to provinces.

After the British invaded Tibet when the Qing dynasty began to lose its power, the Qing sent Zhao Erfeng to try and integrate Tibet into China. The Qing emissary succeeded in rendering the powers of local Tibetan leaders obsolete and rendering Chinese magistrates to take over their positions in 1909-1910. The Qing dynasty further tried to establish a direct control over Tibet but they were not successful in establishing a province in the area.

Qing China was able to make Central Asia so powerful because of social and technological changes.

The social change had to do with the Manchus organising their military forces which was more efficient than the Chinese infantry at power projection.

The technological change had to do with advanced artillery which was superior to the people of Steppe.
